I usually check out http://chinaadoptionforecast.com/ to get an idea of the predicted referral date based on the most recent data. Up until the end of April, their predicted date was somewhere mid 2009.

Since China generally sends out referrals in a batch about once per month, your referral date could easily vary +/- one month depending on whether you just get included or just get missed in a particular batch.

My prediction: That date will get further and further into the future until September, then it may start to come back.
